This is again a 15x8 awesome pattern, Shanku with Star Rangoli. This is usually used during major festivals in front of major pooja God in the main hall. Sometimes, people also use this in the front courtyard during majot hindu festivals like Ugadi, Onam, Dasara, Ganesha Habba, even sometimes during Nagara Panchami. You may make color variations and use filler seeds or Rose petals to fill. Some people get more creative and use shading for the Shanku around.
